History Repeats

Ernie again. I came across a phrase in some older municipal records today: ‘contained incident.’ It’s a bit of dry, bureaucratic jargon, but it’s haunting me. In every historical case I’ve studied, that phrase appears right before things stop being contained. it’s the linguistic equivalent of a dam starting to leak. The authorities use it to buy time, to project a sense of control that they don’t actually possess. I don’t know why that phrase keeps resurfacing in my mind every time I see a new police checkpoint or a new road closure notice. Maybe it’s because I know that once you have to say something is contained, it usually means it’s already out.
